1 Residential and Commercial Facility Audits

EPA Portfolio Manager Training

Description:

Working together with the local chapter of Building Owners and Managers Association (BOMA) and the local utilities, the City will provide technical support and training on the U.S. Environmental Protection Agency's Portfolio Manager program. Participants will be given hands-on training using actual data from one of their own buildings in order to encourage them to benchmark all their buildings in Portfolio Manager.  They will then have access to the other technical assistance opportunities offered by EPA through ENERGY STAR, including: Guidelines for Energy Management, Building Upgrade Manual, Financial Calculators for Project Evaluation, Online Training Resources, etc.

This training will allow property owners and managers to comply with Assembly Bill 1103 which becomes effective January 1, 2011 for buildings over 50,000 sq ft and requires a disclosure of a building’s energy use (preferably its Energy Star Rating) at time of sale or lease.

Description:

The HVAC systems and related energy management systems need to be replaced and upgraded at Irvine Civic Center and Lakeview Senior Center.  The new systems will facilitate high performance buildings by being energy efficient.  The replacement program involves the following:  Replace existing HVAC systems to optimize operation and energy efficiency; Convert systems from pneumatic to digital controls to optimize operation and energy efficiency; Update existing management systems to improve operations efficiency.

Description:

This program will develop a web-based tool that will organize, and communicate performance information about City facilities and track actual savings for retrofit projects.


4 Sports Field Lighting Retrofits

Description:

This project will upgrade lighting systems at Heritage Park and Harvard Athletic Park sports fields to more energy efficient lamps and computer controlled scheduling for lights.  Two baseball/softball fields will be upgraded at Heritage Park.  Fields, 1, 2 and 6 and Soccer fields A & B will be upgraded at Harvard Athletic Park.

This system approach reduces the amount of time the lights are operating and employs more efficient lights.  The system saves maintenance costs by indicating when it is time to re-lamp in unison.  The infrastructure has already been installed at Harvard Park; therefore, the City will be leveraging the funds expended to install the system at this park less expensively.  As part of the project, an energy-savings fund would be established to utilize the cost savings from this project to continue to retrofit lighting at remaining City parks.


5 Irvine Sustainability Strategy

Description:

The Sustainability Strategic Plan (SSP) will serve as an internal roadmap for institutionalizing sustainability practices in the City’s operations.  In addition to addressing the climate change impacts of municipal operations, the SSP will examine other environmental impacts (e.g. amount of energy and water saved, solid waste reduced, vehicle trips avoided) as well as evaluate the costs, benefits, and economic development potential associated with sustainable practices.  The SSP will also identify new programs and describe the appropriate mechanisms for City departments to use in tracking and monitoring progress toward the City’s sustainability goals.

Revising the City’s CEQA procedures and guidelines now is an important step toward providing both City staff and the development community with the certainty and flexibility required to process project applications.  The new CEQA Manual will consist of specific procedures, updated methodologies, and new thresholds to reflect changes in state and local regulations and to facilitate the environmental review process.

The Sustainability Framework will serve as a guide to incorporating sustainability as the overarching theme in the anticipated update of the City’s General Plan.  The Framework will identify the opportunities and constraints to integrate an ethic of environmental stewardship, economic prosperity, and social equity into the General Plan’s vision, goals, and policies.
